Rhea is the leader of the group, Take Over Teh World. She He It Undecided is in many groups, and is well known for her well thought ought threads in her group and the main forums. Rhea also is the focus of many sexual threats jokes, being as she is one of the few females on Bungie.net.
All of her threads become Hot Topics, because she is most likely a chick.
